The Conservative leader backed a call by Lord Carey, the former archbishop of Canterbury, to prevent a 15 per cent rise in population over the next 20 years, as projected by the Office for National Statistics. Rather than endorse Lord Carey's fears over damage to the "harmony of society", Mr Cameron argued for immigration caps to contain the "very great" pressures on public services.
